Bitter. The air felt like 10° through the morning under thick cloud, a wind out of the northwest that blew hard through the middle of the day and made the Mall feel colder than the thermometer said. It never climbed past 20°. The cloud held through the oath and the parade, the sky breaking only after seven in the evening, and the night cleared to about 13°.
